70% alcohol is fine..

Hydrogen peroxide is good for killing organic stuff(which is why it hurts when you put it on a cut) but it probably won’t do much more than water in this situation. Isopropyl alcohol is like $. 50/bottle and it’ll clean better than H2O2 will(and it’ll evaporate a lot faster).

You can either just wipe the base and the CPU clean with a dry, lint-free tissue or, for more thorough cleaning, use a lint-free tissue moistened with either a mild solution of washing-up liquid or isopropyl alcohol. Do not put the cooler or CPU under running water.
What can I use to wipe off thermal paste?
To remove the TIM, first wipe the surface with the dry cloth to remove as much of the big chunks as you can. Then apply a small amount of alcohol directly to the cloth; while not as important when working with the heatsink, it’s still a good idea to avoid making a mess.

Paper towel is fine but I use a Q-tip to gently lift the old off and if no alcohol, I have used Listerine in the past with the Q-tip…just squeeze the Q-tip before touching the CPU and gently clean it off.

Do remember to clean first. It is best to lay both thermal surfaces face up. … It’s important to note that old thermal paste shouldn’t be re-used, so if you do separate the heatsink, make sure and wipe up all old materials, clean thoroughly, and apply new thermal paste before reattaching.
